Abstract

U upravljanju krizom naglasak je na korištenju vlastitih resursa (materijalnih i ljudskih), dok se prerastanjem krize u katastrofu pokreću međunarodni mehanizmi pomoći: materijalni, know-how, ljudski. Koncept zajedničke prijetnje često definira i razinu otpornosti zahvaćene populacije na neočekivane načine. U ovom preglednom radu prikazani su učinci kompleksnih kriza na zdravstveni sustav i društvo na primjeru pandemije COVID-19 i potresa koji je pogodio Zagreb 22.03.2020. Učinci su prikazani na razini zdravstvene skrbi i upravljanja povezanim rizicima, a u svjetlu vulnerabilnosti i otpornosti populacije. Unatoč činjenici da su trenutna pandemija i njeni odgovori jedinstveni, ona može pružiti priliku za istraživanje pojmova kao što su vulnerabilnost i otpornost, a u kontekstu kompleksne krize ponuditi moguća objašnjenja poticajnih učinaka optimalnog stresa i negativnih učinaka maksimalne izloženosti populacije traumatičnim događajima u odnosu na adaptivne mehanizme modernog društva.

Abstract (english)

In crisis management, the emphasis is on the use of own resources (material and human), while the escalation of the crisis into a catastrophe triggers international assistance mechanisms: material, know-how, human. The concept of a common threat often defines the level of resilience of the affected population in unexpected ways. This review paper presents the effects of complex crises on the health system and society on the example of the COVID-19 pandemic and the earthquake that hit Zagreb on March 22, 2020. The effects are presented at the level of health care and associated risk management, and in light of the vulnerability and resilience. Despite the fact that the current pandemic and its responses are unique, it can provide an opportunity to explore concepts such as vulnerability and resilience, and in the context of a complex crisis offer possible explanations for the stimulating effects of optimal stress and the negative effects of maximal exposure to traumatic events.
